NASA Just Invited ISRO to Build a Moon Base. This Is a Big Deal.

For most of the last 50 years, going to the Moon was a story about the past. Apollo. The 1960s. Grainy footage of Neil Armstrong. A closed chapter.


That chapter is being reopened. And this week, India was formally invited to help write it.


On 11 August 2026, NASA officially invited ISRO to join its Moon Base programme — the plan to build humanity's first permanent outpost on the lunar surface, near the Moon's south pole. The invitation came out of the 9th India–US Civil Space Joint Working Group meeting held at ISRO's headquarters in Bengaluru on 5–6 August.


Let me put this in plain language, because I think the news has been reported without quite explaining why it matters.


This is not two countries agreeing to launch a satellite together. This is the United States asking India to help build the first permanent human home on another world.


WHY NASA WANTS INDIA IN


There is a very specific reason NASA reached out to ISRO, and it comes down to one thing: India has already been to the exact spot they want to build on.


In August 2023, Chandrayaan-3 landed near the lunar south pole — making India the first country in history to touch down in that difficult region. Nobody else has done it. Not the US, not China, not Russia, not Japan, not Europe. Only India.


The south pole is where the Moon Base has to go. Not because it's convenient, but because the permanently shadowed craters there contain water ice — untouched for billions of years. Water means drinking water, breathable oxygen (split the H₂O), and hydrogen for rocket fuel. Without local water, every drop has to be shipped from Earth at enormous cost. With local water, a moon base becomes something that can actually last.


India has landed there. India signed the Artemis Accords in June 2023 — the framework that lays down the rules for peaceful lunar activity. India launched the joint NASA-ISRO NISAR satellite successfully in 2025. The trust is built. The capability is proven. The invitation was the logical next step.


NASA's Moon Base rolls out in three phases:

→ Phase 1 (2026–2029): Robotic landers, rovers, and technology tests near the south pole

→ Phase 2 (2029–2032): Semi-permanent habitats, pressurised rovers, longer human stays

→ Phase 3 (2032 onwards): A continuous crewed presence on the Moon


What exactly ISRO will contribute — a rover, a lander, a habitat module, scientific instruments, or eventually an astronaut — hasn't been finalised yet. That's the next round of talks. But the door is now open.


MEANWHILE, ON THE OTHER SIDE OF THE MOON RACE


Here is where the geopolitics gets interesting.

While NASA and ISRO are working out how India fits into the American-led Moon Base, China and Russia are building a completely separate one — the International Lunar Research Station (ILRS).


The ILRS was announced by China and Russia in March 2021. Their timeline: construction begins around 2031, basic facility complete by 2035, extended station by 2045. Same destination as NASA — the lunar south pole. Same reason — the water ice. Same ambition — a permanent human presence.


China is running the project diplomatically, especially after Russia's invasion of Ukraine slowed Moscow's contributions. Beijing is targeting the Global South, and it's working. So far, the ILRS partnership includes: Russia, Belarus, Pakistan, Azerbaijan, Venezuela, South Africa, Egypt, Nicaragua, Thailand, Serbia, Kazakhstan, and Senegal — with Turkey reportedly on the way. China aims to bring in 50 countries and 500 research institutions by 2035.


Meanwhile, NASA's Artemis Accords — the framework India signed — has 70 signatory countries as of July 2026.


So we now have two moon coalitions:

→ Artemis / Moon Base: US-led, 70 countries, India inside

→ ILRS: China-led (with Russia), 13+ countries, Pakistan inside


Notice something? India and Pakistan — nuclear neighbours with an active military rivalry — are now on opposite sides of a competition to build habitats on another celestial body.


WHAT THIS MEANS GEOPOLITICALLY


Let me be honest about what I think, because this is a column and not a wire report.


The space race of the 1960s was two countries — the US and the USSR — with the whole world watching. The space race of the 2030s is going to be two blocs — the US-led coalition and the China-Russia coalition — with the whole world choosing sides.


Here's what I think will actually happen:


1. India's strategic position just got significantly stronger. By being inside the American Moon Base programme AND having already achieved something (the south pole landing) that the Americans want to leverage, India moves from "junior partner" to "essential partner." That's a different diplomatic posture entirely.


2. The India-China rivalry now extends 384,400 km beyond Earth. Two Asian giants, both aiming at the same lunar south pole, both wanting to lead their respective coalitions. This isn't going to reduce tension. It's going to project the existing tension into orbit and beyond.


3. Pakistan-India dynamics get a new theatre. Pakistan is publicly aligned with the Chinese ILRS. India is now aligned with the American Moon Base. The bilateral relationship — already fraught — now has a lunar dimension that neither side asked for but both will have to navigate.


4. The Global South becomes the swing vote. China's ILRS strategy is explicitly targeting developing countries in Asia, Africa, and Latin America — offering them access to lunar science and cooperation without the geopolitical baggage of aligning with Washington. Whether the Global South chooses Beijing's cheaper, more accessible offer or Washington's older, better-resourced coalition will shape the balance of influence far beyond space.


5. The "peaceful use of space" idea is quietly dying. Both coalitions publicly commit to peaceful cooperation. Both are also, in reality, staking claims to lunar resources — water ice, rare earth minerals, strategic terrain near the south pole. The Outer Space Treaty of 1967 says no country can claim sovereignty over celestial bodies. But nobody said anything about controlling the water supply. Whoever controls the water controls the base. Whoever controls the base controls the next century of lunar economics.


6. There will be a moment — probably in the 2030s — when the two lunar bases exist within relative distance of each other on the same south pole region. And humanity will have to decide whether that's a problem to be managed or a rivalry to be exploited. History does not suggest optimism on that question.


THE HUMAN ANGLE


Strip away the geopolitics for a moment.

When Chandrayaan-3 landed at the south pole in August 2023, ISRO's team stood in the mission control room, watching numbers on a screen turn from red to green. Thousands of Indians watched the livestream. Grandmothers who had never studied science understood that something extraordinary was happening. Children in villages saw the tricolour appear in a place no country had ever reached.


Three years later — this week — the United States has effectively said: we want you to come with us to build the future of human presence on the Moon.


That is not a small thing. That is a country that landed its first satellite in 1975 — barely half a century ago — being invited by the world's most powerful space agency to help build the first permanent human home beyond Earth.


If ISRO says yes — and there's every indication they will — India moves from being a country that goes to space to being a country that helps humanity live in space.


WHAT COMES NEXT


The specifics of India's role in the Moon Base will be worked out in the months ahead. Budget priorities, technology readiness, and broader foreign-policy calculations will all factor in.


NASA has already announced its first three Moon Base missions, with the earliest expected no sooner than late 2026. Phase 1 kicks off almost immediately. If India is contributing hardware, science instruments, or eventually astronauts, we'll start hearing specifics through late 2026 and 2027.


Meanwhile, China's Chang'e-7 mission (launching this year) and Chang'e-8 (around 2028-29) will lay the foundation for the ILRS. Both coalitions are moving in parallel. Both are racing toward the same water. Both know that whoever gets there first, and stays, sets the rules for everyone who follows.


The Moon is no longer a place we went to once.


It's the next frontier of great-power competition. And this week, India officially entered that frontier — not as a spectator, but as a partner in the leading coalition.


Chandrayaan-3 landed. NASA noticed. And the game has changed.
